Conference Call Summary

Iowa Energy Assurance Program Plan  

February 25, 2004 

Conference Call with Denise Swink and Alice Lippert

Participants: Alice Lippert, Denise Swink, Brian Tormey, Stu Turner

Preproposal: The draft proposal from Iowa (ISU) was reviewed. At the same time, the template that was provided by Alice Lippert was briefly discussed. The template is attached (Attachment 1). Issues for revising the proposal include:

• Budget and deliverables;
• Reduction in the budget to $25,000 per year (perhaps additional funding to follow if justified); and
• Organization and process for developing the Plan.

Funding

The funds from the DOE Office of Energy Assurance will come to Iowa through the Iowa Energy Office. Alice Lippert and Denise Swink will work with Brian Tormey to determine the appropriate funding mechanism. There was discussion on the possibility of the Iowa Homeland Security & Emergency Management Division might provide additional funding. Stu Turner will check with David Miller on this possibility.

Coordination

Possibilities for coordination of the pilot for the Energy Assurance Program Plan for Iowa were identified. Denise Swink made it clear that the decisions on the funding mechanism and the responsibility for coordination were separate. Further discussion on coordination will be required.

Conference

Stu Turner briefed the participants on the Iowa Business Council Conference, “The Iowa Partnership for Homeland Security,” to be held in Des Moines on March 12. The draft program is provided as Attachment 2.

Follow up Iowa Meeting

The Iowa participants agreed to meet in Des Moines prior to March 12. The purpose of the meeting is to discuss the Iowa pilot, the template, organization and coordination.

Action Items

• Alice Lippert, Denise Swink and Brian Tormey will explore funding mechanisms and finalize the amount for the FY04 pilot.

• Stan Johnson’s office will organize a meeting of the Iowa conference call participants.

• Stu Turner and David Miller will clarify the potential for Iowa support of the pilot

• The Iowa participants will coordinate participation in the Iowa Business Council meeting on March 12.

• Plans for the rollout for the Iowa project to other government agencies, the private sector, and NGOs will be planned at the Des Moines meeting of the conference call participants.
