- Inventory of EERE awards / contracts to universities
- Jeff has sent out preliminary data on university funding from DOE labs.
- Jeff will continue to refine this data to identify specific colleges involved, if possible.
- IP issue
- SECA agreement is model, but was developed through a one-time negotiation and would have to be done for each unique contract.
- There is a need for a boilerplate agreement to use as a starting point for negotiations with universities.
- A draft of this boilerplate could be circulated to university IP officers for their opinions, but we’d need to make it clear this would not be a requirement for DOE funding, just an option.
- David will repackage SECA document into general language that would be relevant for use with most universities.
- A draft would be sent to VPs of Research to get their opinion on the basic terms and conditions.
- Survey of Successful / Unsuccessful Bidders
- EERE will explain the various mechanisms they use for funding external work and this will be used to target survey questions to the various types of solicitations.
- There is a need to create a process or opportunity for more faculty input and feedback to EERE on ideas for research, which should ultimately lead to more success at bidding for solicitations.
- EERE could invite some specific faculty to their program review meetings and/or workshops to increase input and feedback.
- EERE will generate a calendar of meetings, forums, conferences, workshops, etc. so that the EDs can inform faculty through the research, extension, and academic directors.
